Info On Sim Performance With Patch?

Some of us (myself for sure!) expressed concern when the new updater reported "poor sim performance" on a sim we had updated for all the previous versions. Perhaps a notecard with some information would be a great help to make this transition a bit smoother? I know that I was flustered when I went around picking up all my bunnies

A) What by your terms is poor sim performance?
B) How do we achieve good sim performance?

Perhaps a little information on how the new restrictions work as well?
